It started in 1974 when American missionary wives brought home two children from the Reception and Study Center (RSCC) of the Department of Social Welfare and Development (DSWD). The agency hoped that by having these children fostered, they would find adoptive families happy to take them. In this way, CRIBS became the first non-government organization (NGO) in the Philippines to implement a Foster Care Program. Mrs. Rhoda Bradshaw was instrumental in placing babies with their adoptive families at that time.
In 1979, CRIBS was incorporated as a non-profit, non-stock NGO with the Securities and Exchange Commission. In the same year, it formally launched its first Program, called Receiving Home.
Abandoned, surrendered and neglected infants lived in a rented house in Antipolo and were provided with basic needs such as food, clothing, shelter, and medical care.
In 1983, CRIBS was officially licensed by the DSWD as a child welfare agency.
In 1986, CRIBS launched a new program called New Beginnings. Its purpose was to rehabilitate sexually abused young girls from communities in and around the National Capital Region.
In 1988, Clare de Graaf, with the support of Bethany’s Christian Services and a generous donation from Ms. Teresa Chan Sola, purchased a residence for CRIBS that was large enough to house both Programs on Major Dizon St. in Marikina City.
In 1996, CRIBS expanded its organizational structure. A thorough review and assessment of both Programs led to the further creation of a Placement Program, Early Child Care and Development modules, Holistic Care interventions, Special Education classes, and Aftercare.
In 1999, the Consuelo Foundation assisted CRIBS in constructing an additional three-story building on the same Marikina property, specifically to house the girls and their activities in the New Beginnings Program.
In 2018, thanks to a substantial donation from Asian Terminals Inc (ATI) and other generous donors, CRIBS moved back to Antipolo, into a sprawling complex especially designed and built to meet the growing needs of all its children.
To date, Receiving Home has come to the aid of 2,067 children and the New Beginnings Program has improved the lives of 730 female victims of sexual abuse.
